Ireland is to hold a referendum on the fiscal compact. This is not necessarily a surprise, the country has in the past put many European matters such as the Lisbon and Nice treaties (and, indeed,  many others, although they won’t be the media focus) to the people, but now there is something of a hubbub in Brussels circles.
