So this year Afghanistan and Turkey decided to get into the so-called "Shanghai Five", which includes Russia, Kazakhstan, China, Kyrgyzstan and Tajikistan.

In an interview with Radio Free Europe, Tajik Ambassador to Russia, Abdulmajid Dostiev said that talks with Russia over permitting three Russian military bases in Tajikistan to continue for a further 49 years have stalled because of a number of issues, one of which is the matter of rent.
