The work on the choice of contractor for the construction of Lot-2 and Lot-3 of Trakia motorway has been suspended. This became necessary after the explicit insistence on the part of Brussels, Road Infrastructure National Agency (NAPI) officials announced a little before the expiry of the deadline for announcing the ranking. NAPI has temporarily suspended the work of the commissions for choosing a contractor because of a letter from Domestic Market and Services department of the European Commission. Some issues have been raised in the letter, to which the agency must reply before going on with the procedure. According to what is said in the letter, there are ?indications of possible breaches of the right of the Community in the procedures of assigning the public procurements.¯ ?Given the high calculation value of the projects, and in order to avoid complications, due to possible breaches in the future procedure, the European Commission authorities turn to the agency with the request that no contracts on the procedures should be signed, as well as any other activities, connected with the procedures, undertaken, which would place the European Commission in a position of fait accompli¯, the letter also says. Because of the received letter, NAPI executive director Yanko Yankov, , has signed a decree for a temporary suspension of the work of the commissions until the European Commission has come up with a final statement on the issue.
