Libya’s road to democracy

European Parliament presented yesterday a joint motion for a resolution on the situation of migrants in Libya. European Parliament welcomes the first democratic Libyan government and urges EU to assist the Libyan Government’s and the General National Congress (GNC)’s daunting task to build the foundations of a democratic society.


The European Parliament calls on Libya to reform its judicial and security system and respect human rights. The Parliament worries about the foreigners that searching for political asylum or work, or those who are still in prison. Also, concerns about the conditions of detention of children and women. Thus urges the Libyan authorities to protect all the foreign nationals regardless their migration status and provide them legal support. Concretely calls the Government and the GNC to implement the human rights regulations and ensure fair treatment for all kind of refugees with an especial attention to the security and rights of women and children.

Libyan authorities must sign and implement the 1951 UN Convention relating to the Status of Refugees and the 1967 Protocol thereto, and adopt asylum legislation to meet the international law and standards. Furthermore, Libyan authorities should facilitate the work of any international organization that supports refugees, asylum seekers and migrants. EU will help Libya by providing technical and political assistance.


Also Libya must impose new legislations for migrant workers, providing them with labour and human rights. The Parliament calls on the foreign companies in Libya to ensure that their corporate social responsibilities (CSR) programmes would promote and support the labour rights.


The president of the Parliament will forward this resolution to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the Libyan Government and GNC, the UN Secretary General, the Arab League and the African Union.
